Because VM will charge you sales tax when buying them from a retailer will not incur sales tax. This is true in CA where CA does not tax services.
BTW, I bought 2 $25 cards Saturday 12/3 using the now expired Target $10 gift card for $50 purchase coupon. There were a few left on the racks but they seem in short supply. No problem. Get them cheaper via callingmart anyway with the bonus points and the 3% coupon.
ETA: VM announced in July to its dealers that these topup cards were going to be phased out. Maybe this is making its way to the retail stores soon. IDK.
