Yes, I know how you feel. I had the same problem in reverse a couple of months ago, trying to port from Wind to SO their requests were repeatedly refused at Wind's end.
I ended up abandoning my number and starting over with a new one 'cause I didn't want to deal with them anymore.
As much as I was a big Wind booster for nearly a year, I would now recommend that they are best avoided until they do something about their Customer Service.
Mr Sawiri, the head of Wind's parent company in Egypt was recently quoted as wishing Wind had never come to Canada. I think that many Canadians are starting to feel the same way!

Just contact Wind, and they will do the port for you. There's no need to contact SpeakOut at all.
What about the need for a PIN or other authentication? I have a SpeakOut account that's used by a relative. It has no identifying or authenticating information at all to my knowledge.
Ping! I tried to port out and it was blocked. I need either a PIN (which doesn't exist -- the account doesn't use one and the CSR says that there is none to give) or and IMEI of the original handset, which is long gone.
I believe Speakout confused me one time also. They kept on insisting on a PIN that did not exist. Then one great CSR said call customer service, set up a PIN, and then call back and give the PIN.
Worked for me. A long time ago.
Some CSR's just know the script and obviously don't use their grey matter at all on their job.
