I couldn't find this elsewhere on the forums. So pardon me if this has already been posted or mentioned. This was originally found on the XDA forums.
Keep in mind a few things. This does not work with every rep. Some people had Unlimited Data added the first try and some have had to try several times with different reps. It's luck of the draw. Also, there is some speculation if this will stick. If Verizon will revert those back to their original data plan that do this at some point in the near future. Some also have removed the 4G HotSpot feature after doing this and the Unlimited Data remained. Some are holding onto the Unlimited Hotspot data 'just in case'. (And IMO Unlimited 4G Hotspot Data for $30 a month is something worth holding onto.) No one knows how long this will continue or when or if Verizon will fix this loophole. Or heck, if they know about this and just don't care ATM. Whether you get it or not depends on the rep. Do not ask to speak to a Supervisor or get upset if you get denied. It seems this was supposed to only for those that already had Unlimited Data. However if the Rep does add the 4G Hotspot, you also get the $30 Unlimited Data with it. Do this at your own digression.
This ONLY WORKS on 4G phones.
1. Go to the add features option in your Verizon account. Scroll down and you should see a 4G Hotspot Option for $30 a month. It states you need the Unlimited Data plan to have this.
2. Add it and continue on. You WILL get an error.
3. Call Verizon and let them know you tried adding the 4G Hotspot option online for your 4G phone, but got an error. Read them the error if necessary. At this point you will either get shot down or have Unlimited Data added. If all else fails politely decline other options presented and try again.
4. At this point Unlimited Data and Unlimited Hotspot data will either be added to your account or you will have to hang up and try again. Some people may get lucky the first time and others may have to try several times.
Within a short period of time your account should now reflect you have Unlimited Data. Enjoy!
I haven't tried it...but I might once I become a little less busy after Wednesday. I don't have much use for it, but a friend of mine is OOC and has a tiered plan. If I can get another unlimited line added, I'll TOL it to him so he can have unlimited.
Not all reps have the ability to add unlimited data. If they do and care about their jobs, they will not do this.

It seems quite a few have according to those on the XDA forums. As I gather it its the 4G Hotspot that triggers it when they try and add it to a non-unlimited customers account.
It's possible some or even quite a few of the reps may not be aware of this. But it does appear most people thus far have had success with this. Be it the first attempt or after multiple ones. From what I see thus far quite a few reps either don't care, don't know, or are confused by this and add it. Or maybe its Verizons way of saying Merry Christmas to the lucky ones. LOL

You're supposed to be able to have it if you were grandfathered in to unlimited 29.99. I ordered it with my upgrade and the first verizon representative I spoke with took it off without telling me.

The people now getting it are fairly new customers and are on tiered data and were never grandfathered. Like was said before the hotspot is what's triggering it. IMO I don't see those at least with the hotspot still attached being penalized and having unlimited removed.
And the wording for the hotspot isn't specific to grandfathered plans. Just that you need an unlimited 29.99 data plan with it and a 4G phone. Even if most know that's what its probably talking about.
In your case I would have *****ed up a storm to get it back on.
The last response in that thread states this about losing the unlimited data if you drop the 4G mobile hotspot:

and yet the some reps say that your account features wont be changed even if it was audited unless system accidently allowed you the unlimited options, atleast thats what I was told. She actually said that if we add this to your account manually than it should not be taken off. If it was given to you by a rep over the phone and manually added to your account than it should not be take away. The lady I talked to kept on saying she was an account specialist like it was some sort of a higher status than other reps. I don't know if she had more power than another reps. It all depends on who you talk to, first two I talked to didn't have the power to do it.
May be only certain reps with higher rights have the power to give you that plan. First two reps I talked to couldn't do it. Third one kept on saying something about being an account specialist, so may be she had more power than the others.
tried twice tonight and got shot down.
1. Called and asked about adding the hotspot option to my new line. Told him I wanted unlimited data if possible, was told it was not, only the tiered options. Got called away and hung up.
2. Called again and talked to a very helpful lady. She told me the same story about it would have to be tiered. I mentioned that other newer customers have been able to get unlimited hotspot and it just required switching to unlimited data. She talked to her supervisor about it and came back and said that she couldn't do it. She did say that some reps might be figuring out a way, but she said that all acct changes are audited and those that shouldn't be on unlimited data would be caught and switched back.
Going to try one more time in the morning.
However I do agree with this one more:
I highly doubt it. I think verizon is more likely to close the loophole than take it away from people without telling them, they most likey will ignore the people that have gotten it, because they didn't hack in to the sytem, they were given the data plan by reps adding it for them. We didn't do anything wrong or take advantage of anything. We asked for a hotspot and when they added it we got unlimited data. I expect them to close the loophole instead of axing the unlimited data without telling them. otherwise they will have to give people the option to opt out. I however plan to keep the hotspot feature.

Maybe. Maybe not.
The problem here it seems are 2 fold.
1. Lack of communication about this being right or wrong on the CS level. Some also seem like they have no knowledge of NOT to do this going by various comments from those that talked to said reps. So obviously communication is an issue then. If they didn't have proper training or were not told to do so beforehand, then it's possible they simply did not know better. Especially since there was nothing blocking them from adding the Unlimited Data plan to a customers tiered account. And some reps may just be playing it safe by saying no.
2. There are also those that have had it added to their accounts have reported that they didn't lie or manipulate. They told the rep they talked to that they have a 4G phone and wanted the 4G $30 HotSpot. They mentioned nothing about requesting the Unlimited Data plan with it. It just came as a 'perk'. When the CS Rep it seems went to add the 4G Hotspot to their 4G phone/plan it triggered the Unlimited Data option.
The HotSpot info states:

At no point does it say the 4G Hotspot was being offered only to those on grandfathered or older Unlimited Data plans. Even their link to their own T&C's state nothing of the sort. Now one would easily and maybe even safely assume that's what it means. Problem is, it's being shown to those with Tiered Data Plans when it really should be shown only to and offered to those with grandfathered Unlimited Data Plans. One could be led to believe that the Unlimited Data plan would be offered to them if they also took the $30 4G Mobile Hotspot as part of a package or package deal. The wording does not suggest otherwise.
In the end my thoughts on this are simple. Most of the reps that did this will be fine. Some may get in trouble and maybe a few canned. But most will come out ok. The loophole will be closed. And the customers that got the feature will be the lucky ones. I do not see Verizon punishing the customer on this.
