It means those services are free as described, from what I've read. From the Rogers One site/ app only though!

I hope no one is advertising this with a plan as the way you have it listed.

As its in beta, and rogers could and may charge for the service in future.

The help videos on the site says the service is free to anyone with a wireless account. Doesn't say limited time or anything just free.
