Look up" free talk" in windows marketplace. See if that is what your looking for. I not had a chance to test it out yet.

Hello, I'm considering making the switch to WP7...tested it out on my old HD2 and loved it, want to make the switch with Mango now. But - I'm hoping to use a Radar 4G on Tmobile's $30 prepaid plan, which only provides 100 minutes. Which is where Google Voice comes in. There's an Android app called Groove IP which allows Google Voice dialing over WiFi/data connection.
Is there anything similar to this on WP7? I saw a few dialers in the Marketplace but it seems they use the callback method and use up minutes.

Its been a few months now...have any options come up in the marketplace??
I don't think there are any google voice over data connection apps. Although there is a VOIP app that uses data and is compatible with several VOIP providers.
There's also skype. Windows phone 8 is supposed to include integrated support for 3rd party VOIP.
Another thought: put the Radar on Virgin Mobile's $45/month unlimited voice & data. They will sell you SIM that works on T-Mo (or AT&T, if your phone is unlocked).
