You can try forcing your phone to 2G only, some people (including myself) get full EDGE speeds that way.
The throttling mark depends on your plan, so its not necessarily 2GB.

Pretty much unusable after you hit your cap. I hit my 2GB every month and have to give up using data until the new cycle starts over. Email times out, speedtest times out, browsing the web is slower than dial-up (if it doesn't time out first) and forget playing a game like Galcon online.
I try to keep my T-Mobile bill under $100 a month, otherwise I'd upgrade to 5GB. I have a T-Mobile 2GB data line that I don't even want, but can't cancel it without an ETF. So between my 2GB voice line and 2GB data line, PLUS my Sprint everything 450 line - not looking at spending a dime more than I have to.
