Except it's not really being rolled out...it was pushed out to a small number of random users inadvertently by mistake.
On the Motorola Support site, the forum manager finally responded last night late that it was an accident and that the update was still in testing and would be pushed out to everyone when it's ready, possibly even a different version.
This was after Droif-life had already posted a leaked change log for the update.
Why it took over 30 hours for even a quasi official response about it is anyone's guess.

There is nothing minor about this OTA and it addresses a large number of serious issues that have been plaguing the phone from its release.
Work on ICS is most likely going on anyway, but they have been dealing with major problems with this device and if they want to preserve any credibility at all, they will get those fixed as quickly as possible, then worry about ICS.
