question about softbank prepaid sims in non-prepaid handsets

it says on the prepaid charge chart that data is ¥16 / 6 sec. i'm wondering if the APN on a non-prepaid mobile phones is different and that's why they can't access data. none of the prepaid phones have felica

To put it into a more usable number, it's 2621 yen per 1MB.

Has nothing to do with the APN, it's just that prepaid cards are not set up to access the internet. Doesn't matter whether it's in a prepaid phone or not.
