Backing Up Phone Contacts

My girlfriend just switched services and phones (TMO > ATT).

Is there a computer software to download contacts from a TMO sim, so we can copy them over to an ATT sim?

We'd rather back things up using the laptop hard drive, as opposed to an internet or cloud-based solution.

Okay. Even a safe, cloud alternative would work.

Something aside from Google Synch, as she does not have a smartphone.

If the contacts are on the SIM why not just copy the contacts from the SIM to the phone memory?
