My speeds (most tests done in Richmond, all within Metro Vancouver)
I called roger's to complain on the 14th, and they did some reset on their end. As you can see, it helped, but not for long. Speeds dropped down to 2-3mbps shortly afterwards.
Well it looks like you are running a custom ROM (Rogers ROM has no 4G icon).
Either there is something wrong with the ROM or the settings. I727R is the model of the Galaxy SII LTE but the display is wrong.
Indeed, I am using a custom ROM, however, this issue was present before flashing.
I found a temporary fix (rather than calling Rogers) - turning off my phone, pulling the battery and SIM for a minute, then turning it back on fixes it for anywhere from a few minutes to a day or so.
^^^^ The reason I have stayed away from custom ROMs so far is they all seem to have issues.
But you did say you had the problem before rooting and flashing.
Yea, this ROM has actually been working better than stock in a couple ways, but not this. This issue stuck around through the flashing. A coworker of mine has the same issue on his S2 LTE , and he is running stock android. He had the same experience with pulling battery + SIM for a few minutes as well.
I am in Vancouver and am running a stock gs2, I am also experiencing slow lte speeds, usually in the 2-3mbps range.
If I remove my battery for a few minutes or turn the "radio" off and then on againg I can start getting more normal (or at least what I assume are normal) lte speeds. That being said this does not last very long, in a few minutes to a few hours it will revert back to the 2-3 mbps range.
I'm wondering if this is a phone issue or a rogers issue as I have only heard of it with customers in the greater Vancouver area?
It is not normal - normal speeds should be 20+ mbps. I don't know if its a network issue or a phone issue though. I suspect its the phone radio. I haven't heard of the issue happening on any other device models or carriers though.
I spoke to rogers again last night who did another network reset and also pushed some settings to my phone. Worked fine after i called, but problem reappeared when i woke up.
They gave me a case number to have escalated. Im going to try calling again later today.
I also flashed stock firmware back onto my phone, but as i expected it did not help.
Wife has exaxt phone plan and phone.
She was havin same prob.

They pushed settings and got me to reset fact in privacy.
Didnt make a diff on my phone.
They gave me a ticket number and am waiting for a monday tuesday call back.
I called in about just my phone but mentioned problem on 2nd call to rogers about my other sgs2 wasnt getting lte. We did no trblshooting on the other phone. My other phone now gets lte and 20mbit.
Rep told me i had rogers one number setup with my line. He says this is lte incompatible and could be why i cant get lte.
I await rogers call. Also this is 2nd sgss2 on my line in 2 days, first one had system board failure, but i wasnt getting lte on that one either
Im in n. delta surrey. Tested in richmond same issue.
Edit: brand new, no root, no custom roms or anything runng all defaults, box was sealed and phone was sealed inside opened this morning in rogers store
It sounds like they applied LTE service on your wife's sim rather than yours... maybe they mixed up somewhere.
I paid closer attention to my LTE speeds after reading everyone's responses and I have the exact same symptoms. LTE Speed is around 2.5Mbps, reboot the phone and the speed reaches 20-30Mbps for a few hours... then dropping back down to 2.5.
