A penny here, a penny their for data for no reason, on non smart phones. I think Verizon must have programed these phones to call home or something. Why would I be charged a penny every day or more when not using the web. This is adding up. I know I could turn data off, because I did on my Blackberry, but a 5 year old razor that never used data before is now using a penny's worth of data.

I recently activated a Moto W755 (from eBay), and the same thing would happen to me every time I powered it on. Upon start-up, the display would briefly show "registering applications". I remember an old thread that talked about how a previous Verizon user must have subscribed to a Brew-based application or service which the phone was still trying to connect to, even though it had a new number. I did not see any applications on my phone, to delete, so I flashed a new Monster Pack to it. It no longer displayed "registering applications", and no longer deducted any data charges.
I suggest you first check for Brew applications to delete, and if there are none, check the Motorola forum about flashing your RAZR with RSD Lite.
There have been other threads here about this same phenomenon and if memory serves me, it is due the the Verizon Backup Assistant from the previous owner. See if you can turn off the Backup Assistant in the settings.

Hi, what exactly is a Monster Pack? Is it something only on Motorola phones, or can it be applied to LG phones as well? I'm currently on Verizon (not PP) but considering switching. My VX8300 has the Registering Applications message at startup and it annoys the hell out of me. It does not go away by itself when I have all data services blocked, so I unblocked data. Now it goes away after about 10 seconds.
I talked to VZW technical support, and evidently the network is no longer sending out the information that the phone is looking for. They've been moving away from the "Get It Now" platform of products, and it's related to that. There was an update that Verizon issued about a year ago in March 2011 to allow people using older handsets to continue using their Get It Now applications, but they never notified their customers, and now it's too late to get the update since the handset is so old.
