The GPS does not use any data from the carrier. It's a satellite signal, and is free.
As for the app, I have to say I'm not sure, but whatever app it is, it will need to store all the maps on the sd card to be able to avoid data use. And, it will be more than $10 I can assure you.
This is why I use a Garmin with lifetime maps, instead of a smartphone. No extra costs involved.
yes i need an app that stores maps offline. i intend to load tha maps that i need before leaving home, and then use them with the GPS function, thus avoiding using any data
Last I checked there werent' any apps like that for BB, except fot Garmin, which costs about $100. All other apps require data connection to download maps as you go.

The Blackberry Tour uses Assisted GPS. That means that the GPS chip in the phone depends upon a remote GPS server to actually calculate the geographical position on the ground. This requires data, either cellular or Wi-Fi. Wi-Fi cannot be used when you are away from a hotspot.

A possible alternative is WisePilot. In default mode, it is similar to Garmin Mobile, TeleNav, etc., in that it downloads maps as you go; and of course using data in the process. However, in offline map mode, it uses minimal data and uses maps stored on the SD card (Abroad Mode).
I downloaded offine maps for USA (707 MB) and Canada (60 MB) while connected to wifi. The base subscription is $35 for 2 years, and $5 I think for offline maps option. Some options are not available in Abroad Mode (traffic, construction, nearby attractions, gas).
There is a free trial, 5 days I think.
