The EU's population is slightly above 500 millions. USA+Mexico+Canada are well below that figure.
Despite this point, I agree with you that back in the late 90's, when the final frequencies for UMTS were decided, both sides should have tried more to find some bands that would also suit the US.
Basically the US didn't bother to participate in the process and the Europeans decided it was more important to get all these countries to agree to something common and move ahead. Interestingly, a few years later the FCC introduced AWS spectrum adopting the uplink band of the Europeans.

Yeah, but unfortunately, while AWS operates in some of the same space as UMTS does in Europe, they have no cross-compatibility. At least the antenna tuning is cross-compatible for radios that support both systems.

As stated by GSMinCT, I doubt they will all together have a population of 50 million.
You could have argued that back in 2000 the EU's population was below 400 million, but I'm, glad you didn't because all these new country members had started aligning their national regulations with Brussels well before joining the EU. And there's a whole continent that basically aligns with Europe in these matters (Africa). Then you can state that the whole Latin America (with the bright exception of the biggest country: Brazil) tends to align with the US, and then I'll state that well, half of Asia is also aligned with the EU. But it will be a pointless discussion.
The thing is, the US did not make an effort to join the discusions and the European-dominated organizations decided to not give a s...t and move ahead.
If they had both tried, I am sure they would have come up with a uniform solution. And then the whole Europe, America, Africa and half Asia would align. The only important countries with different bands for 3G would be Japan, South Korea and China.
