V3 RAZR: Cannot Use Pictures in Pictures Directory

I have two old V3 guys, which are good enough for my simple needs. I sometimes switch between 'em (moving the SIM card) for no particular reason other than to change between the two colors. Hey, why not?

One of them has developed a problem: I can't change the screen wallpaper or associate a different picture with a contact. Attempts to do so report "accessing device" and go directly to the camera. Even though there are a number of pictures in the phone's "pictures" folder, as proven with Motorola Phone Tools, the phone only wants to deal with the camera.

I tried both a master reset and a master clear out of desperation. Obviously all my non-SIM data was cleared, but to my surprise the problem remains after restoring a couple of pictures to the folder.

Am I overlooking anything obvious? This is only a nuisance, as the phone works fine, but certainly a curious irritation.
