If AT&T went to HSPA+ 42 in non-LTE areas and heck, even upgraded EDGE areas to HSPA+ 42, that would buy time. In the 17% of areas that are spectrum constrained where LTE deployment without refarming can't happen, HSPA+ would buy AT&T more time until they can land a national spectrum band similar to VZW's.
The problem is they are not.... Telstra AU has been HSPA+ 21 since 2008, and HSPA+ 42 for a while. Hell even Canadian carrier's Bell and Telus who converted their CDMA network to HSPA+ are already moving to HSPA+ 42.

Thank you...worked great for me! This article reiterates what I have said about AT&T: they sign up fewer customers than Verizon and bleed more customers than Verizon. They are far too dependent on the iPhone. And they only expect to cover 150 million pops with LTE by day 1 2013? Verizon has ~205 today! I realize they have HSPA+ which works great in some places, but wow...deploying LTE at the same pace? If AT&T plans to complete their LTE by the end of 2013 as stated,
A- their footprint will be tiny even though we know they can do more
or
B- they will miss that deadline altogether, which wouldn't surprise anyone
or
C- they have to light up a TON of LTE in 2013.
I am anxious to see where both carriers stand at day 1 2013...
I agree they've put too much on the Iphone. The fact they no longer have the exclusive is going to hurt them if it hasn't already, and the recent announcement of how "unlimited" customers are now going to be throttled for using too much data isn't going to help either. They offered this great deal, but didn't have the infrastructure to back it up, now they are in a mess.
I have a non-smart phone and I have had some issues with ATT. One particularly troublesome issue is sometimes calls to one of our phones get the message "This number is not in service." ATT refreshed the phone and gave us a free SIM card which we hope will solve the problem, but I'm doubting it because when we went to get the new SIM card, one of the staff at the ATT store said she had the same problem with her ATT cell phone. We have a year left on the contract and are seriously considering taking our business to Verizon when that is up. I started with them when they were BellSouth Mobility, then they became Cingular, then became ATT so maybe 16 years is long enough.

If it's a common issue, file non-stop trouble tickets with them over the phone. Tie up as many resources as possible then ask to be let out of contract.
I switched to vz (minus my att prepaid) and have no regrets. Wife has double data and has used a little over 3gb with no throttling on the rezound. My only complaint is call quality but the pros def outweigh the cons so I can live with it and the call quality seems a little better than a few years ago.

Thanks for the tip. We don't know if it has happened again but if it does, we'll complain. The fact we're not alone in this tells me there's something wrong with ATT. If it doesn't get better, after our contracts end, we'll start shopping around.
