To clarify, both CDMA type phones and GSM type phones auto-switch from 3G to 2G, as needed, though GSM type phones can manually switch off or disable 3G because there are two radios.

There's definitely 1X for CDMA (essentially 2G) over which voice calls are made, SMS is used, and even data is used when EV-DO (3G) is not available. Pretty much every VZW phone I owned or dealt with through the years had options to basically force 1X-only (which effectively simply disables EV-DO/3G). Most of them had to do it through some sort of a programming menu or something similar to it, but the option was definitely there. So, it's definitely doable and can't be too complex given that even basic feature phones from years ago were able to do it.
