my neighbor is going to be buying 2 of these on ebay but he wants to know if they can still be used on page plus the reason is the ad says that the esn is clean and that the phone is locked to verizon wireless.

If the ESN is clean, then you should be all good. Page Plus uses Verizon Wireless, so the phone being locked to VZW shouldn't be a problem. I would buy given that info.

Your neighbor will also need to verify with the seller that they have never been used on Vzw prepaid because phones used on Vzw prepaid can't be used on PPC.

I just realized that it is likely that these HTC Touch Pro 2s were never used on Vzw prepaid. I don't remember that WinMo phones were ever alloews on Vzw prepaid. I think it was only recently that any smart phones were allowed on Vzw prepaid, and I think those have all been Android. Maybe somebody else can verify this.
Don't take this the wrong way, but has your neighbor used this phone before? I suffered through using this phone for the last year and the only phone worse than the TP2 is the original TP. There are much better choices for $80.
This is only my opinion though. If he like that specific phone more power to him.

That is actually a great point. LG Allys are $50-$55 Buy It Now on eBay. My kids have Allys and they are very happy with them.

In comparison to HTC Touch Pro 2? Really? Interesting.
What exactly could your neighbor do with an older $80 HTC Touch Pro 2, a WinMo 6.1 phone with a 528 MHz processor, that a newer $55 LG Ally couldn't do? Just wondering...

I've never experienced any lag issues, but there is no questioning that the LG Ally is one of the slower Androids based on specs. But I'm 100% certain that a $55 LG Ally would provide a MUCH better experience for him than trying to use an $80 HTC Touch Pro 2.
However, based on the new information that you just provided, there are several other used Android models available for up to $110. Even for the $80 each he was thinking of spending on the HTC Touch Pro 2, you might be able to get a HTC Incredible, if you shop carefully. When they're in stock, they are only $59.99 at Cowboom. Yeah I agree with Boz1--see if he can get the Droid Incredible. I have a Incredible 2 and it is a great phone, and the Incredible is in the same form factor.

I love WinMo, but since there are floods of Androids out there, long term WinMo is probably not good. If you're entrenched into WinMo, my TP2s with custom ROMs are perfect for me. But if you don't need WinMo, I can't endorse it (though I love WinMo).
For the price, Androids are cheap. And the hardware specs you can get really pull away from WinMo. Sad (for me) but true.
