None of those settings force roaming. Roaming is only allowed if the carriers involved have agreed upon it. Roam only will give No Service if there is no agreement to roam.
You apparently don't understand what the OP meant by "force roaming". No one thinks you can make a phone roam if no roaming agreement exists.
What the OP (as a Sprint customer) is referring to is this:
Sprint, unlike some carriers, permits in-market roaming. However, they will only switch to one of their roaming partners (usually VZW, though they have others) if no Sprint signal is present. You can, therefore, sometimes find yourself with barely enough Sprint signal to make a call, even though there is strong signal from a roaming partner. It used to be trivial to switch a Sprint phone to "Roam Only" mode to force the phone to use the stronger roaming partner's signal.
This is what the OP meant by "force roaming", and he didn't put those two words together at random - it's a widely accepted and used term on the Sprint forum.

CDMA works totally different than GSM. Sprint has a nationwide agreement with Verizon and a bunch of regional carriers.
Here in Phoenix for example i can roam on both Cricket and Verizon when necessary and have done so several times with no issue from Sprint whatsoever, actually anywhere i've lived Sprint has allowed me to force roaming onto Verizon and they've never said a peep about it, and when im back in Ohio, i can force a Verizon phone onto Sprint and use that all i want and Verizon will never say anything about it, been doing it for years

Anyhow, all I am after is an app that will allow the phone to let me select home/roam only.
My signal has just enough to almost keep some sort of signal on the meter. If I try to make a call or anything, it drops, I can't hear or the other person can't hear, and then it drops. The roamctrl.com app is probably what I am looking for.
As mentioned, I am new to all of this, and don't really understand most of what is being talked about. I do have the Airave, however as I already mentioned, I don't think it is something that my employer would be too cool with having on the network - so not a solution. If I have the airave connected, I can move a little bit from it, however at my facility I am moving to many places and it is quite a large building, so not a solution.
Company phone is verizon, and works everywhere in the building, at least that I've been. I have since hooked up to Google voice to allow both phones to ring, its working, but that is just the luck of have a compnay phone.

There is nothing like that for an iPhone, i had to give in and get an Airave from Sprint, if you're having issues with it though, i do suggest going into your online account at Sprint.com and changing the settings on it.
I live in a condo in downtown Phoenix, and mine works well enough that i've added my neighbors on both sides and upstairs and downstairs to my "allow" list and it reaches all four places just fine from the middle of mine (all are ~1,500 sq feet). You can change the range and who's allowed to use it and that may help your issue with yours.
I know when i first got it, it was set to the "small area" setting and it would barely work within 20 ft of it, but once i changed the setting to the "Large" area then it's continued to work just fine
