HTC Desire google voice won't activate

Ok, fairly short back story. I had an HTC desire with GV working successfully on it. I now how the Moto Elec with GV working on it. I give the Desire to my fiance and when we go to activate GV (using the number to call) and it just gives me a busy signal. every single time. I've turned off all 3 of the forwarding services as suggested in something I found. It still does not work.

I called 611, but they just told me it was on google's end not theirs.

Any suggestions?

I should also say, non-rooted, running froyo.

Go into Google Voice and make sure you don't have all calls use Google Voice set, otherwise you are calling the same number you are calling from which would cause busy signals, at least thats my only theory.

I have used Google Voice on several phones and never encountered that issue, so I don't really have any other thoughts.
