Removing the data from your current plan is possible provided that you don't have a voice+data combo plan and have voice and data as two separate parts of your current plan.
Rogers doesn't have a method to switch the data over to a new line, but what they can do is cancel it on your current plan and create a new data only line with its own number and whatnot (2 lines, 1 account). Data only lines do have their own phone number even though you generally can't dial out or text on them.
A few issues to note.
1. You'd be required to pay a DECF for cancelling the data on your iPhone plan. Unless your were lucky to get a presumably Customer Relations rep who was nice enough to credit the DECF under this case, you'd probably have to pay it even though your opening a new line to counteract the revenue loss to Rogers.
2. Not all plans can be data only. For example, you can't activate $30/6GB LTE plan on a data only. Can't be done, not even if your willing to sign a 3-year term contract.
Since your voice and data plan is combined, there is simply no way for you to go about this currently. What I think are your options.
1. You would need to drop to a voice only plan and pay any accompanying fees, then open a new line for a Sierra Wireless 754S Rocket Hotspot and pick from the available HSPA or LTE data plans.
2. Switch your current plan to a separate voice and data plan, choose the $30/6GB LTE data plan while it's still available and pay $10/month to share the data to the Rocket Hotspot.
Not 100% sure if this is accurate, but that is how I understand it.

Obviously your reading comprehension skills are very poor because that's not what I said. I never once suggested that the iPhone have LTE.
