    iPhone 4 not receiving calls

I have an iPhone 4 and am not receiving calls. The phone doesn't ring, it doesn't show I have a missed call, nor does it show if I receive a voice mail. I restored the phone to factory defaults. I reset the network settings. I'm getting about 3-4 bars of signal. Maybe 1 time out of 10 the call goes through. I'm not sure if this is a network issue or phone issue. It seems I can receive calls from people not in the area. Sometime the phone will ring on the 4th-5th ring. I honestly can't pinpoint a pattern. It just started doing this yesterday.

Sounds like it could be a network congestion issue. I have had that happen randomly where sometimes I would call my daughter's phone, it would ring and she would not answer, and it would go into her voicemail. When I look on her phone, it doesn't show the missed call, doesn't show voicemail received.

I can make calls fine, I can receive text fine, I can send and receive data fine. When I dial *228, it tells me the call cannot be completed.

Is the phone unlocked? If yes, try it with a sim card from a different carrier.
Alternatively, try your sim card with another (i)phone.

It is not unlocked and it doesn't have a sim card.

Call yourself from another line. In my experience, if you hear 1 ring or 1 short ring followed immediately by your voicemail, the phone is not active on the 1X network (like it is turned off).

If you hear multiple rings before your voicemail, yet your iPhone sits silent, the network is aware the phone is there, but cannot connect to it (congestion issues perhaps).

However, since you cannot get to *228, I think something is wrong in your account or phone. Have you called tech support?

    Did you port your number?

What does porting my number mean?

I did call tech support and they told me to dial *74, then *228 and option 1. That's when I discovered I couldn't dial *228. I went to a Verizon retailer in another town. He called me from his phone and it picked up immediately. He called me from his cell phone and it picked up immediately. I called the person who couldn't get a hold of me and had them call right back. It picked up immediately. I go over to their house and try it, and it doesn't ring. It rings 6 times then goes to voice mail. I have just as strong of a signal as when I was at the store.

Sounds like SEVERE congestion, which I doubt is the case. If anything, you would get a terrible-quality call. Is it just happening in one general area....like served by one tower?

Porting your number means bringing your number over from another carrier to use on Verizon.

It seems to happen in just one town, however it seems I can receive calls from another location. It seems like when people try to call me with both phones being in the same town, it doesn't work.

I'll also add it's a landline that cannot reach me. They also can't reach me on their cellphone.

What about other Verizon customers in your town? Are they experiencing the same thing?

Yes. It's a small town so I only know one other Verizon customer in town. However when I call them they don't have the same issue.

I've also noticed now it takes about a good 10 seconds after I hit send for the number to start ringing. Mainly when I'm in just one area. Whenever I do get a hold of someone, the call quality is generally pretty good.
