I did call tech support and they told me to dial *74, then *228 and option 1. That's when I discovered I couldn't dial *228. I went to a Verizon retailer in another town. He called me from his phone and it picked up immediately. He called me from his cell phone and it picked up immediately. I called the person who couldn't get a hold of me and had them call right back. It picked up immediately. I go over to their house and try it, and it doesn't ring. It rings 6 times then goes to voice mail. I have just as strong of a signal as when I was at the store.

Porting your number means bringing your number over from another carrier to use on Verizon.
This is basically what happened to me. It happened once or twice on my line, my daughter's line, and my wife's line. It always happened when the receiving phone was at home. For example, I would be out and try calling my daughter at home. I hear the requisite number of rings, then it goes to voicemail. I leave her a voicemail and she never returns the call. When I get home, she said her phone never rang. Look at her phone and the call log never shows the missed call, nor does it show the voicemail. But then I try calling her number again and it rings.
I just chalk it up to a momentary glitch. If it was happening regularly, I would be more concerned.
Like I said earlier, I believe it is just an overloaded tower. If it is happening more than just occasionally for you, I would call into Verizon and let them know.
Yes. It's a small town so I only know one other Verizon customer in town. However when I call them they don't have the same issue.

While I can't be 100% sure, it really really sounds like congestion. File a trouble ticket.

Well I had to make a trip out of town and have no issues. I was able to dial *228 with no problem. I'm just chalking it up to a problem with that one tower.
It could be a CDMA related pilot pollution problem. I have the exact same issue as you describe at my house, plenty of bars but very unreliable service. I live on the side of a hill that faces I-70 and can see the valley of Frederick MD, but because Verizon lacks a domanant cell site near by, my phone can see too many distant sites from the city below me. They unfortunately don't colocate on a cell site that is just on the other side of I-70 literally 1/3 mile from me that has AT&T, T-Mobile, Sprint, and Nextel panels on it, they all work perfect here.
