Hello all. I am having some problems with an iphone 4. They are as follows:
1. When I plug the phone into a computer, itunes says that I have 12.3GB worth of photos/videos but I can only see about 500MB of them. Is there a way to get the rest of them?
2. When I try to backup the phone, it gives me an "unknown error 1310" and won't complete said backup.
3. I can't turn the phone off or, more precisely, it won't stay off. If I shut it off, it just turns itself back on and stays that way until the battery eventually runs down.
I am sure you all might have some questions so feel free to ask.

How did you determine that you can only see 500 MB worth of photos/videos? Also, iTunes should list photos and videos separately, in two distinct categories. So what does it actually say?
I am a little confused. My Verizon phone was able to roam on GSM because they used TDMA. Tell it was shutdown. The phone recognizes it as Analog. If PCS has TDMA, It could be technically be used on GSM.

I am using a windows computer (sorry, I probably should have said that in the original post). When I plug the phone into the computer, it gives me the option to look at the files on the computer. There I see 21 photos and 7 videos totaling 503MB. When I look in itunes, it only lists photos, apps and others so I just thought video was included photos (since there are at least some videos on the phone). Itunes itself doesn't actually show me any photos or videos.

I honestly don't even remember signing up for this site before. I went to register and it said that my email address was already in the system. Though, now that I think about it, I think I know why I might have signed up before but that is off topic right now.
As far as I know, this has been going on for a while. It is my friend's phone. She would have left it alone as she replaced it with an iphone 4s but it has pictures of her child on it which is the main reason she wants to get the photos. The other problems have been lasting just as long but I am guessing that might be fixed my restoring to default and/or updating the iOS.
I don't know much about the history of the phone, all I was told was that, at one point, her child was caught sucking on the charger port of the phone.
The computer only shows images stored in a folder expected to be used on a camera when connected as a USB Mass Storage Device. This folder would be what you see in Camera Roll. Images stored in other folders will not be shown when connected in that mode.
For the photos, as Earl mentioned, only pictures that are in the Camera Roll on the phone (i.e. taken by the phone and not yet deleted from the camera roll) will show up on your computer for direct import. Unfortunately, if the pictures on her phone are her only copies, they won't be great quality. When iTunes syncs photos from the PC to the phone, they are optimized for viewing on the phone, part of which means lower resolution. If you google the problem, there are probably utilities that will allow you to extract these photos, either from the phone or from the iTunes backup. Given you can't connect to the phone right now throgh itunes, your best bet might be to try to get them out of the backup file, if possible.
For the restarting problem, that might be caused by water damage or may be resolved though a restore. Again, since you cannot connect to iTunes, until that is resolved, you won't really have restoring as an option. Might want to drop by an Apple store to see if they have any ideas.
