I flashed KRKL and it picks up roaming now without any issues.
What I do notice now is that it will roam much easier. Before I could get in the elevator at work, head downstairs, and then go outside and still be on Wind Home. Now, it switches over to roaming and I need to wait a few minutes for it to flip back.
So sticking with the original radio and setting up tasker might be a little nicer overall to avoid roaming anytime the signal dips out. This could be why they kept this radio.

Odd - I don't have the same issue.
Just a thought - next time you have a few minutes and you're on Home, go into the network select menu and wait for it to load (this may take a few minutes). Select WIND Home explicitly. This may reduce instances of roaming.

I don't think so, but it would make sure that WIND Home gets prioritized.
The WIND and Mobi networks are configured in a way that is relatively rare compared to most mobile subscribers worldwide - the fact that when you leave a roaming zone, the roaming network is often still there and visible the whole time. Compare to most providers where you only get roaming when out of the country; the roaming network's signal will disappear as you enter home territory, prompting the phone to search again.
It seems that, unless you instruct it to prioritize non-roaming, many Android devices will not even bother searching for a home signal after having locked on to a nice, strong roaming signal. This programming is probably based on assumptions about the majority of carriers in the world - but unfortunately those assumptions do not generalize well to WIND or Mobi.
Sorry to bring up an old thread. Is anyone still having this issue? Or has the bug fixed its self. The reason that I ask is that I initially had issues with my voice commands on my phone, but found that now it seems to have fixed itself. Not sure if it was some kind of update or tweak that was done. So I'm wondering if the same for done for the roaming issue.
