Was talking to a gentleman the other day on a flight out of the Moncton, and he works for Wind. He was saying that they are expanding into NB, NB, PEI this spring and summer. Not sure how much truth there is to it, as I did not see any credentials, but it will be great for competition.

I've heard so as well. Also Winnipeg. Probably also some northern ontario.
It's true. It's already been made public by their CEO. What we don't know is the exact launch date -- probably WIND doesn't even know that themselves, but they plan on launching this year.
id assume its somewhat true if you look at what year it is.. were nearing 5 years sometime soonish...
According to the auction rules on each spectrum license it was something along the lines of 'cover 50% of the potential customer base in each license' so if each license wind bought is a province in size... they need to cover 50% of each provinces population by the end of 5 years from the auction date..
tho being in Canada here.. most of our population in each province is in 1 or 2 citys so all they really have to do is plug in enough towers to cover the largest 1 or 2 cities in each province and they are done their legal part of the contract and wont lose that spectrum... and than its just a waiting game to see when they cover in the gaps...
I know the auction happened in summer of 2008.. but anyone know when the actual ownership of those licenses happened? was it summer of 2008 or end of 2008?

The portion of the population that must be covered differs by the area. Areas with higher population density have greater proportion coverage requirement. It is a very high percentage in southern ontario, very low in northern.
As mentioned above WIND has officially mentioned these expansion areas however they are now wise to stay away from promised dates. Presumably they will launch as soon as possible and are actively working towards getting tower sites setup and operational.
As WIND launches more and more areas they continue to increase their brand awareness as well as their perceived value. I may not and other customers may not necessarily travel to the different places WIND launches but its nice to know you could if you wanted to without incurring any extra costs.
