I've also been experiencing these data problems over the last week in Las Vegas.
About 2 months ago some people (including me) reported having similar data problems as what's going on now, and those were said to have been at&t wide.
I don't think it's about throttling. Some of us just started with Straight Talk a few days ago and are experiencing speed inconsistencies and data registration issues.
I blame John Cozen on this. It is his fault he aired his dirty laundry to the masses, whinnied like a baby and it got him nothing and we get a throttling for his effort. If you see him on here let me know so I can send some bad vibes his way.
There is definitely something wrong with the data. I am getting could not connect to data network and nothing will load for half of the day. It doesn't clear up until later in the day.
Been happening the last week or 2, more than usual.
I noticed if I could get something to connect for a little I could do a speed test and barely get 1.5 Mbps down and 0.05-0.1 Mbps up.

The original article about throttling certainly doesn't apply to me. So I don't think that's what is happening.
Since I've been with Straight Talk (about five months now), I've never put my E71 SIM into another phone, and am a very low bandwidth user. According to my phone logs, my data download usage for an entire month rarely approaches 50MB, let alone 500MB or more. That's the level that some folks say is needed to get Straight Talk's attention.
I think either the local AT&T network is messed up, or Straight Talk is doing something dumb. If I were to guess, I would say it would might have something to do with either overloaded DNS servers, or a really slow connection to them. But without any real insight as to what is going on at the network packet data level, that's just a guess.
I noticed a decrease in speed too. It seems like for me it happened a little over a week ago, several days before they started selling the BYOD sim cards for sure. I used to always get around 3 to 4 megabit both at home and in my shop and now i'm consistently seeing speeds of 1 to 1.3 megabit. I kind of didn't really care that much because even if I need to use my phone to download a file while i'm on a job I still eventually get what I need... and I get paid by the hour.
Mine has been poor, now it won't work at all. I seem to be in the same boat as ks4ua, except contract att customers are not having the same problem as I am???
I know it's not the phone, because Wifi speed is still really good. But that was working good even before I put a SIM in this thing and activated it.
The phone part of the E71 is working the same as it always was. But the data part is almost useless now. And I am effectively paying $15 more a month to Straight Talk for relatively useless data access. Too bad, because I really liked this E71.
Guess I need to read up on the Sprint prepaid options.....I know it would require a switch to a different phone, but if I am going to need reliable data access, it may be the only prepaid option.

Give it a week or two before you make any moves, I have a feeling the data issues are indeed network related issues and will be ironed out.
Data seems intermittent here, it wont establish the connection in first attempt, mostly works in 2nd/3rd try. Once connected its really fine. Browsing and Nokia Store worked perfect.
Tried this using both my N8 and N9, so I know it is not phone related.

I can confirm that most web sites load but certain ones don't. I can't get to Hofo or Hofo via Tapatalk App for example. I sense network issues on AT&T/ST's end, will have to take a closer look.
