I also agree that it's the OP's fault not to disable roaming. But what if:
1) You disable data roaming on your phone, but this doesn't work. Some models apparently have the function but to do so but just doesn't shut down roaming.
2) What if your in the home zone and didn't realize you went to Wind away while using data at home for 10 minutes. I think you may rack up a huge bill right away. Would you pay a $150 bill for data roaming in the home zone because Wind's network needs to be improved?
I don't remember where and which forum I read it...maybe here. I got the impression somewhere that the Wind Away or Roaming was "turned-off" in a Wind Home Zone. Meaning you couldn't roam in a Wind Home covered area. And by roam, I mean use it on an outgoing basis. I think you can connect and maybe receive texts but voice is closed. I read that this was due to many people complaining about getting roaming charges in a Wind Home zone.
Was this ever true? Don't know where I got the idea.

You need to plus you need to enable CDN. roaming as well.
I have International Roaming on for times when I go to US. I turned off National Roaming.
So if I had left national roaming on and when I leave an area where I have Wind Home, I should be still able to roam on wind away. But if I was in a Wind Home zone, even with national roaming on, I wouldn't be able to roam on Wind Away?

If your Android has an option called National Roaming then you're running CyanogenMod or a custom ROM based on it.
The option is named slightly deceptively. When you turn the option on, the phone no longer considers national roaming to be roaming at all. It won't display the R symbol, and it'll roam on data. When you turn the option off, it'll detect roaming properly and bar data roaming.
The International Roaming option means data roaming is always okay on any network, INCLUDING domestic.
You should keep both options unchecked with a WIND SIM. Your phone will still roam for voice and text but not for data.
These are the perils of a custom ROM! The purpose of the National Roaming option was to meet the needs of European customers of MVNO providers that always appear to be roaming due to the way the network is set up.

I'm not on CyanogenMod, only stock ICS on my Nexus S. The whole national roaming and international roaming options are when I called Wind CSR. That's what I was told they were called so I used the same terms. I was told that if I leave Canada, ie to the US, I would need to turn on International Roaming since it is turned off by default. That way I can use voice/data if I wanted to. National Roaming, wasn't explained to me but I assumed that meant I could use Roaming outside of a Wind Home Zone. This is turned on by default, which I turned off.
Based on those, I assume that Wind distinguishes between national roaming and international roaming. I just wasn't sure about the whole roaming being turned off in a Wind Home zone.
Again, not a custom rom but what Wind has on their end. I had to call in for them to turn off/on.
So if someone turns roaming on, then forgets to turn it off, while leaving the phone unattended, if it then runs up a $250,000 bill your view is that's informed consent so WIND should rightly get their house?

The carriers have an obligation to verify your intent beyond "he clicked a check box on his phone settings" for such large charges, in my opinion. They should reach out to you and get positive confirmation of your conscious decision to incur such a fee.

In a perfect world with perfect neighbourhoods and perfect telco's yeah.
I think what Wind needs to do is allow one to shut off data while roaming while allowing voice to go through. Don't know what the logistics are for this to be possible. But as others have stated it's not in their best interests to do so.
But when I inquired if this was possible the rep said that it was, will find out shortly.
