There can be many ways to Unlock your phone. As far as i know unlocking by codes is the simple and safe way. I will suggest the website "Unlock-Zone" which is doing good service and they were recommended highly in the cell phone forums.
I used them to unlock my cell phone. contacted them and within 30 mins i had my unlock code and my phone was unlocked.
You only have a few chances to unlock or it will become permanently locked.
I unlocked my Wind Nokia 5230 with directions posted in this forum. I don't know if they are the same for the C7 but here they are.
1. Get 15digit unlock code from Wind. (Must have a active line for atleast 3 months. Also, Wind will only provide one unlock code for every 3 months)
2. Power off the device
3. Take the SIM card out
4. Power on the device with no SIM card
5. Open the on-screen phone dialing pad and enter: #PW+unlockcodefromwind+1#
6. If you followed the steps correctly you should get a pop-up message "SIM restriction off"
You need to hit the "*/+" symbol right below the "7" key. Also make sure you put the actual plus "+" symbol. So on your screen it should look like this when you have finished entering the code: #PW+123456789123456+1#
Tap four times to get p, three times to get w, and two times to get +.
a lot of people seems to have problem unlocking the c7
Where does this info come from?
Because I unlocked my C7 first try.
If you really suspect Wind gave you the wrong code, or more likely miscommunication, and it was written down wrong. You call again to get it again, and see if it's the same code.

Same here, I had absolutely no issues unlocking my C7 in the first try. You just have to make sure to follow instructions closely.
