T-Mo may be unlimited after throttle but it's pretty useless for anything except basic use. I've hit my 5gbs for the last 4 months and throttled. I manage about half a gb after that.
The good is I'm not charged but I'm limited to email and pretty slow web. I'm unlikely to leave because I have a good cheap plan. I'd just like something more competitive in the larger data buckets. I don't want to pay 3x the amount for my preferred web for twice the data.

That by there own admission in todays CNN article on ATT and there new throttle plan. I can attest to this as I am in Seattle. I have the 2g plan and most months end up at about 3gig or slightly more or less. I have gotten the text every month. However only once did I suffer slow down and it was to EDGE speeds and still was functional. Again your mileage may vary. WE have so many TMO towers here that I guess I may just be lucky. I wasn't aware it was by tower load. It's generally around the JFK airport lately. I'll be in Las Vegas, NV (be staying in North LV so it should be less load than near the strip) in a few days. I'll check it out and see if there's a difference.

Im actually shocked that the etf is only $200. That's cheaper than an 8GB iPod touch, I was almost thinking about getting a couple more on the promo then et'ing and getting rid of my touch and another device or two.
Someone told me that they upgraded from the unlimited loyalty plan to the value plan. They just got their bill and tmobile charged them a migration fee.

250. The gs2 promo worked right on time.
Well that's why T-Mobile charges a migration fee. If someone wants to get a subsidized phone and then immediately switch to a value plan, they have to pay $200 migration fee so T-Mobile doesn't get stiffed with the subsidy.
T-Mobile probably needed to explain there would be a fee to switch while under contract. It's also unlikely she'll be able to switch back so it's something you want to be sure on.

But I was under the impression that T-Mobile throttles all users after said cap of 2GB>5GB>10GB? Any link to confirm what I bolded in the quote above besides just somebody saying it in a thread?
