I want to temporarily use the $200 international data plan with an allotment of 800 MB for the weekend. If I only have the plan on my account for 4 days but use up the full 800 MB will I be charged any overage fees?

The allowance is prorated by the time the plan is in effect. Also be aware that the allowance is prorated based upon the length of time remaining in the billing cycle when you subscribe. So if you cancel the plan early or start the plan late, you do not get the full allowance of 800 megabytes. You get 26.7 megabytes per day. Four days would only give you 106.7 megabytes if you started the plan on the first day of the billing cycle. If you use the entire allowance in a few days, keep the plan for the rest of the billing cycle to get the full allowance. The cost is also prorated. The plan is automatically renewed until you cancel it. Your first bill would be the prorated charges for the data plan, any overages plus a full charge for the next billing cycle if you do nothing.

As of July 17, 2011, the MRC is prorated, but the data allotment is not prorated.
Customer service is still supposed to charge you for the entire month by making the effective dates start at the beginning of the billing cycle and ending at the conclusion of the billing cycle, but it's going to depend on who who you get at the call center as to whether they do this or not.

Why would the carrier give you the entire allowance if you only paid for one day? It did not work that way when my wife went to Australia, Hong Kong and China last fall. They prorated both the allowances and the charges. Since the billing was done by the billing system, there is no way to blame an individual's mistakes. I added and cancelled the plans online. The detailed bill showed the actual dates the plans were in effect and stated that the allowances were prorated.

I was last in Canada last summer and I had my data plan prorated in cost and data allowance for the 5 days I was there. From what I know, it's still the same policy.

My wife traveled during the months of November and December of last year. Her first trip was during the first part of November. I purchased the $24.99 50 megabyte package and kept it long enough so that her usage was covered. Later that billing cycle, she traveled again. I started a new 50 megabyte package. Before she arrived, I realized that she would not get enough of an allowance for the remaining days of the billing cycle so I changed to the $49.99 125 megabyte package. She left Hong Kong just before the end of the billing cycle but i kept the package active just in case there were delayed reporting of data usage. As it turned out I got a credit for the unused time on the 125 megabyte plan on my next bill because I was charged the full allowance for the upcoming billing cycle and used only one day and no data.4.6.1.3 Data Global Add-Ons and Global Messaging Plans:Require that domestic data or messaging capability be in place. Rates apply only for usage within "roam zone" comprised of select carriers. Within the roam zone, overage rate applies if you exceed the MBs allotted for any Data Global Add-On Plan or the messages allotted for any Global Messaging Package. I'm using an AT&T Momentum modem on a MacBook Pro. Tested service with an ebay AT&T Force on prepaid for a couple of weeks before signing a 2 year postpaid contract with a FAN discount and getting a better modem with LTE capabilities. Noted while on prepaid domestic service temporarily, there was an option for a global pass add-on. There's also an option there to add a temporary global pass to postpaid.
Have occasionally visited Canada on overnight business trips. Also visit the Caribbean on vacation for one or two extended trips of one to four weeks a year.
Can I just add a one shot "buy a session" global pass just before international travel(or travel near an international border like northern US or in the USVI close to the BVI), or do I need to do this at the beginning of the billing period...not sure if this is prorated like the standard postpaid global add-on packages?
The BuyaSession DataConnect package begins on the date you purchase it and lasts until the allotment is exhausted or the time period has expired, whichever comes first. These data packages are unrelated to billing cycles since they are prepaid. You can also set them to begin on a future date.
You can use your allotment at anytime during the active period. You do not lose part of your allotment because some of the days you did not use data. By the same token, the time countdown begins immediately unless you set a future starting date when you purchase the package.

Thanks for explanation of the international "Buy A Session" add-ons!
They sound ideal for occasional international trips I go on. I can just buy an international "buy a session" data pack when I need it. While sometimes I'm lucky and there is free airport and hotel wi-fi or a complimentary hotel internet cafe, I can't depend on that.
Before international travel, I'll still likely have to:
1. Make sure that my account is enabled for international travel. New account so it's best to check. There's an international roaming customer service number I can call if it doesn't work for some reason.
2. Check to see if the international data pack is valid in my country (or countries) of travel and it is also valid on the carriers I intend to use it on. Pretty extensive list of countries and carriers on the AT&T website so that shouldn't be much of an issue.
3. Buy a slightly bigger data pack than what I'll likely need. After the data pack is used up, my postpaid account would likely revert to ad hoc international roaming rates. Better to not use up a few megabytes at 25 to 50 cents apiece than pay pricier ad hoc charges by the kilobyte (2 cents a kilobyte would be a rather pricey $20.48/mb).
Will be in USVI late this month but likely will only use wifi on my laptop. AT&T wifi available en route in SJU, and free guest wifi at hotel I'm staying at in St. Thomas. AT&T is both in PR and USVI, but towards the northeast end of St. Thomas and most of St. John, roaming on BVI towers does often occur. Likely will do some hiking on St. John, but that won't be an issue with my dual sim cellphone since the AT&T/Jolt MVNO prepaid chip won't work in a non-GoPhone service area(other than emergency calls). And I'll have a non-US Digicel or Ekit Simple Calling prepaid sim chip in the second sim slot if I'm picking up Digicel or LIME in nearby Tortola rather than a USVI based AT&T tower.
