If you can't add a balance to your current SIM card, the odds are that you have unfortunately lost your phone number for good. The only way at this point you can regain service is if you obtain a new H2O SIM card and get a new phone number.

I have a number I forgot to refill in time and now when I call it I get a "not a valid number message." H2o Customer service couldn't help. How can I reactivate the same number with H2O or even another provider?

On the monthly plans they hold the number for 30 days. After that you're out of luck.
I thought they gave two weeks

Actually contacted the right people and they reactivated the number and even reused the SIM card ("Cingular" non-3G SIM card LOL)
Yeah I've gotten numbers reactivated for customers a few times, even on red pocket. It seems you just have to get the right rep. Also, most of the times it had been just 2 or 3 days after the limit.

With H2o Wireless, we give the customers 30 days to recharge the account after their expiration date. The account will then become canceled and you will have another 30 days to resume the account before losing the number.
