NO, probably won't be LTE.
HTC says HTC LTE phones suck. < Read that again. The company promises to do better, but all their LTE phones will be over 4" screens for the forseeable future.
In that article they mention their next cycle of LTE phones,which will hopefully be better -- but the next cycle of LTE phones start with a 4.3-inch qHD display and a 1.5GHz dual-core processor.
No one is going to pay premium money each month on Verizon or AT&T for a "small" LTE screen.
