straight talk android --- data roaming

i need to know if data roaming needs to be checked on in green ,,
tap wireless &networks ,,then mobile networks,, is the data roaming suposed to be checked on.. just askin cause mine isn't should it be ..... PS im useing the new straight talk - at&t sim they sell

all it says is to turn it off when out side the usa ,,cause it will roam an charge a fee,,, so u think it should be on ,,,, cause i never go out side the usa
