Because he is on the list of approved dealers. And since this is about obtaining cheap PINs it really isn't about "recommending" a dealer for services. Or at least that's my interpretation of the rules.

Whatever the rules are is fine, I mentioned a place that has great prices and is a great service oriented person. I don't work for him, I don't receive a dime, I am not bashing anyone else, just listing face value what the deals are on minutes, cheap places to buy minutes....cheapest place to buy an $80 card (to answer the question) is at PPD 12% off....
