This was on my Nexus S i9020a, a 3G only phone. I dont think it's ever had any bars listed for 4G networks (since Koodo is a 3G only network and this is a 3G only phone, so I'm not sure if this is the result of an update I auto-downloaded or possibly Koodo activating their 4G network.

That is referring to 4G HSPA aka faux G. Anything above 7.2mbps can be labelled 4G. As the nexus S only does 7.2 max that probably explains why it is showing -1 dBm and 1 bar.
