Is it currently possible to unlock an iPhone 4S that is locked to Telus?
or can you pay telus to unlock them?

You can try those jailbreaking/baseband hacks. I personally would not recommend it, as one iOS update will most likely wipe out the unlock.
So as long as we're clear that you're referring to a method that, as shushwap noted, doesn't exist.
If you're referring to general iOS modification, then you should probably say that in your post - especially in a thread that is completely about iPhone 4S unlocking.
If the OP goes and performs unlocking procedure solely based on the content of a single message from myself (or any other person for that matter) then perhaps he should be of no positions in owning a smartphone.
As far as this thread goes - this thread is about whether Telus themselves perform unlocking of iPhones that are locked by them; that answer is no and should be full-stop there. Discussion of any "unoffical" methods - whether via add-on SIMs, modifications of iOS files, etc. are just water-cooler talks. Furthermore, as iOS gets further updated and new iPhones being released, there are no guarantees that existing methods which work currently will continue to work in the future, or methods that don't work now would suddenly work in the future.
Or perhaps one day... (which I hope to see) that Apple will open up the unlocking process to every iPhone owner, regardless of carriers.
There's really no reason for them to ever want to do that. All the carriers who have a lock enforced are quite happy to make sure that the devices they subsidize stay on their network forever. There's really no incentive for Apple to allow unlocking from the carrier - they sell unsubsidized phones in many countries which are unlocked.
