Verizon wouldn't work because you need their specific LTE bands, and they won't activate outside CDMA devices. AT&T, however, should get their act together. They should be willing to take anyone's money, regardless of nationality!

Does anyone know if AT&T has fixed their prepaid service for new iPad.
I am a Canadian and travel to USA, want to be able to enable new iPad.
Last time I was in USA, AT&T would not accept Canadian credit cards.
When Americans come to Canada, they can activate with US credit card with all 3 national providers, why do the AT&T idiots not realize there is a big world outside USA.
Even tried Verizon, they have no idea that they have microSim for their LTE phones, they do not sell their microSim for new iPad, I would prefer Verizon, however, international iPad is AT&T only.
With the in app purchase, can someone allow Canadian addresses. It cannot be that hard, 3 smaller Canadian carriers were able to do it!!

I usually support government regulation, but It is unfortunate that the government over-regulated and killed the AT&T/ T-Mobile Merger

If you buy a prepaid credit card, you can probably give any address you want to and it'll still work.

According to my local AT&T company owned store, they will accept foreign credit cards for prepaid plans.
AT&T does not use the same bank nationwide.
Earl, quite the opposite Visa/MasterCard rules actually REQUIRE foreign cards to be accepted for most transactions. It's a bigger pain in Europe where they don't know what the heck to do with a US magstripe card. I had trouble using my credit card to buy a prepaid SIM in Germany at o2 (and didn't have much cash on me). Germany, remember, is the land of no credit cards - even MediaMarkt (their equivalent to the likes of Best Buy) doesn't take credit cards. At all. I was using mine everywhere I could since I didn't expect this and didn't have enough cash for my trip with so little use of cards (I took 170 EUR in cash... thinking it was MORE than enough... I use my card for almost everything as I get a good international rate with no fees). o2 said their card processing was down all morning but they'd try it. It worked. This was in Munich at a large store. They knew what to do, no problem. Just a story of using a foreign card. Once you get out of big cities, good luck showing them how to use a Magstripe card in Europe. Somehow they've forgot in the few years since the EMV switch there.
Wow, that's bizarre. Didn't know they were so far behind the times on electronic payment. I know, as a generational thing, many young adults here are now almost 100% electronic on payments. I've seen many people, myself included move rapidly towards that form of payment.
The US isn't. I'd like to see Earl show some proof AT&T has a bank that doesn't allow foreign cards, because that's an absurd allegation. Banks want transaction fees. ESPECIALLY foreign transaction fees. The card policies REQUIRE foreign cards to be accepted for most transactions (bills are an exception but prepaid service bought in person usually isn't. T-Mobile UK doesn't allow foreign cards to refill over the phone but they do in stores for example).
Germany isn't behind on "electronic payment" per se, they're just very credit adverse. Debit cards are used for EVERYTHING, but Germany has their own debit network that's usually the only one accepted.

Screw AT&T, I will look at other methods for data in the USA.
I should clarify the iPad prepaid. When you insert a AT&T microSim, the iPad reconfigures, you loose personal hotspot and in order for data to work, you have to sign up for AT&T prepaid account on the iPad. The page on the iPad only allows US addresses to be able to sign up. I tried a prepaid MasterCard, would not work.
The att retail store advised me I could use a Canadian credit card to sign up for post paid, would have to cancel and resign postpaid plan everything I traveled to US. What friggin idiots!!!
I have been tempted to email Tim Cook at apple, tcook@apple.com and ask why apple calls their iPad "international".

Well, AT&T's screwed up billing is not really Apple's fault.
However, they should fix it, and offer plans similar to what carriers elsewhere off with pre-paid SIMs.
You could always try roam.ca I think it is. They use at&T's network. I believe you are able to get a data plan with them. Being Canadian company they will for sure take your card.
