That circle on a gsm iPhone is the icon for GPRS, on CDMA it's 1x

There are several icons which indicate the data speed:
    3G: EV-DO
    °: 1xRTT
Were all the members of your party using the same network?

It means data at the slower speed of CDMA. A GSM phone has an intermediate data speed between the slowest speed and 3G called EDGE or Enhanced Data rates for GSM Evolution.

Is she on the same network/carrier?

    Maybe Android considers 1xRTT a "3G" technology?

Those "xG" labels are all very ill-defined and it's almost always better to speak of a particular technology rather than xG.

What model of Android phone was it?

I'm leaning towards it being just a generic/false display on the Android phone.

Left: iPhone 5s on AT&T Right: Comcast home internet connection

The Android phone was on 1X too, Sprint replaces the 1X icon to hide their 1X coverage on their higher end Android devices. Sneaky, ****** Sprint.

Speaks for itself, Sprint. Try more actions and not lip service.

Yes, your white circle was just 1X. On the Samsung phone, it wasn't really 3G EV-DO, it was 1X service.
