I called my carrier almost four times and got the same responses from them that my iphone from verizon cannot be unlocked to be used at vietnam, and then i called my amex black card business services, and explained the the rep my situation and then the rep emailed me that, i cannot get a phone from verizon or sprint and use it at overseas without the roaming facilities, but i can go buy already open iphone 4s from vendors like myworldphone or tigerdirect and use it overseas.. please advise me on this..

You're definitely calling the wrong peeps.
Be aware, the SIM it uses is micro SIM. If you go to Vietnam, be sure to get a micro SIM from the carrier you happen to use or the mini SIM you get will need to be cut to micro size. You have the option to use Verizon roaming in Vietnam, but will likely be expensive compared to a local carrier once unlocked.
If all else fails..call Tim Cook! Be sure to add..you're Military needing an unlock for a tour

To get things straight my understanding is that there are 2 kinds of unlock. Terminology seems to make reading this thread kind of confusing. GSM unlock, international unlock are all what is called a "Sim (card) Unlock". The other unlock is to unlock the carrier--they are both totally different. One note is that even though some say you can use a foreign sim card in the US to access a GSM network from a Verizon iPhone 4S, and that technically it should be possible, it comes with mixed results. I see YouTube videos proving this works and other forums/articles also confirming but I personally cannot get this to work on my iPhone using a Truphone sim. I recently got a Verizon "sim unlock" but have no way of making sure my card actually works until I get to the UK. If anyone out there has done this and knows it can be done I would appreciate knowing exactly how you did this.
Once again I have a Verizon account (CDMA) with sim unlock confirmed, iPhone 4S, activated micro-sim, but cannot connect to a GSM network. If this cannot be done in US is there anyway I can make sure everything is working before I go to the UK?
