I don't know how this all works but is it possible to go to a local Verizon store and purchase a Galaxy Nexus for full price without a contract and not have it activated with service and just use on my own home wifi connection. The only reason I'm asking this is because I don't want to purchase something as expensive as that online for an unlocked version and would rather get one at a physical location in cash.

Pricewise, you're probably better off getting one on ebay. You should be able to get one unactivated at a store though, just tell them that you're buying it as a gift.
Buy the GSM version directly from Google or Expansys (which also uses Amazon and PayPal payment options) - I have both the GSM GNex I bought direct from Google Play @ $400 and a VZW GNex I bought from eBay @ $400 (with an extra battery). The GSM version has no bloatware - I had it in my hands 48 hours after ordering it. I'm waiting for my SIM cards for the GSM unit, it's on WiFi right now and it's perfect, it arrived with the 4.0.4 update installed. Don't waste your time getting the VZW GNex if you're just going to use it on WiFi - my 2 cents.
I buy phones all the time just to use on WiFi for development... and for my kids/grandkids to play with.
However, I usually buy used Verizon smartphones from eBay that have a bad ESN, which lowers their price because they cannot be used as phones any more (unless they can be flashed over to Cricket).
