Can you change your Google Play Store/Android Market Country

I'm not sure what happened, but I was able to go the USA and download or update my US only apps without problem, but now I am unable to do so. I checked all my Google settings and the address is still listed as in the USA. Most of the time I am in Canada though. Any ideas on how to bypass country restrictions? I dont want to have to root my Captivate if I dont have to (dont know how either).

Try putting a US SIM card in your phone and connecting over Wi-Fi.

I dont have a US sim so that's not going to work for me.

It doesnt matter if I am in wifi or airplane/wifi mode. Suddenly, Google tagged me and my account as Canadian.
