Yes, I'm using pda.bell.ca and I've used pda2.bell.ca for a brief period to test with the same issue. I live in a solid LTE coverage area per Bell's map and I'm in downtown regularly as well, no dice. Speeds are better downtown (10-12) but no LTE.
