I've recorded wind coverage while visiting Windsor. Looks like Windsor towers are way much better than Toronto and Kitchener. They are all showing as "H" instead of "4G". Ping is around 80. Download and upload are both above 2m. Please check coverage for more info.
I've been paying attention to the coverage mapper sites and it seems to be going slowly but surely. If somebody wants to send me Android phone with a Wind SIM I'd be glad to do some mapping myself :P

It is possible to get 2Mb/s a second upload in Toronto as well. It all depends on the time of day and the tower your connected to. At home I can get 2Mb/s upload and 5Mb/s download without issue but the speedtest have to be done after 2-3 am when no one is using the network.
Every time I go to Windsor I get a text welcoming me to the US. I get this text even though I usually only stay in south Windsor.
So Windsor now has some coverage? I was in Windsor the weekend of the 28/29th and did not see a home zone.
Was also in Windsor over the Victoria Day weekend. Had Wind Home coverage down the first base line at Comerica Park on a HTC Radar. Never was able to pull in Rogers from those seats in prior seasons.
H+ on a blackberry is just a gimmick. It's the same thing as 3G or 4G icons. I've seen it say H+ when it's not even supported.
