Think there would be more of a chance of this changeover working if I go in and talk to someone at a store, or call in?

I'm guessing through the phone. The call centre probably has more power to override things even compared to a corporate store (just my guess though).

It's just an unfortunate phrasing. Why would he reply in a way that would later make him out to be deceitful?
If they didn't allow it and he wanted to avoid the question, he would have just not replied.

I understand the implications of him replying, but don't see how his reply is stating that existing customers are able to switch to the current promo plans. Let's see if anyone's successful in doing so though.

On the website it says "Save up to $10/month on select plans when you sign up for pre-authorized credit." So to get these plans, the $45 one do you have to set up pre-authorized first, or an additional $10 afterwards.

When you go on PAC and get the 'selected' $55 plan, you get 10/month off so your plan becomes $45.

Well.. I called in earlier and the rep hadn't even heard of the new promo on the plans, put me on hold to check, and rejected the change because its only for new activations.
