Ok everyone, I did an E71 SIM swap for my iPhone 4 back in February. Last week I noticed my speed tests were awful (.14mbps down, but my up was ~1mbps). I tried putting my sim into another iPhone and I got the same results! So far I have used 1.3GB Down and 132MB up and I get new airtime on the 20th. Has anyone else encountered this issue?

I got a call last billing period. Now in my new billing cycle since 5/8. My data has been awful slow ever since. I did speed tests from multiple locations and times, but each time the speeds are about the same:
135ms ping
159kbps down
1106kbps up
this is using speedtest.net and using 4-5 different ISP test servers. each time the download speed start at 400kpbs and then quickly reduces to 159kbps.
Last month I was doing 4-7Mbps downloads all the time.
What gives, starting question why I left VM with the $25 plan with Triumph where I was getting 500-600kbps all the time and ever questioned on excess data. it was just enough for streaming audio / video and all apps I needed it for
Then what explains my awful data speeds? I tried it on different devices (which rules out that it may be the phone) and tried it in different areas of the city where others aren't having this issue at all. I'm sure they're throttling! I did receive a call from the 800 number like 2 months ago for using too much data but never picked up. my first month I used 2.3GB. I never got a text and never received a voicemail. 2nd month 1.3 and so far this month ~1.4GB
called. they refused to acknowledge anything. Kept accusing me of tethering and over usage. I only did 200megs downloading this month. Totally useless Customer Service dept
if it doesnt change in the next 2 weeks, I am going elsewhere
I'm on the phone with them now -_- dude is asking me to erase pictures on my device in hopes that it'll make it faster. Smh.
The dude was totally useless. Guess I'm going to have to write a support ticket on Facebook...
I've never been throttled. I got a warning when my main ISP went out and I tethered to finish my movie. Used 500 megs that day so I'm not surprised. If the tower you are on is overloaded it might seem like you are being throttled. Don't do a test while on a phone call because they do throttle during calls.

Ok here is what is happening, you are not being throttled, just the speedtest app is being blocked by ST.
so your speeds are pretty close to the speeds of ATT postpaid customers in your area. How can you get the sppedtest app to work?, go to the apn settings and remove the proxy field that says "proxy.mvno.tracfone.com" . and then save the APN with a different name. then redo the speedtest and it will work now.
I never had "proxy.mvno.tracfone.com" in my APN setting. I have an iPhone 4 so I can't have multiple APN's in the Cellular Data Network tab.
Also, I am being throttled. I know this because it isn't just restricted to the Speed Test app, I can't stream a single YouTube video, Spotify, or Netflix. It just doesn't work. Also, when I tether to my laptop I still get the same data speeds.
Web browsing is as slow as it is on EDGE (and yes, 3G is enabled and is connected, when I run a speed test my upload is still fast at around 1mbps, it's just my download that's slow).

I tether, but I keep everything under 100MB a day...
and I just want to know if there is something I can do to get back to my original speeds...
Throttling is unlikely, unless they have changed policies very recently or are testing something new and using you as a guinea pig. I guess either of those are possible when it comes to ST.
Try putting the SIM back in your e71 and see what happens. You can speed test it by using the Nokia browser at mobilespeedtest.com.
