I noticed I was picking up Bell LTE in Burlington, looking at their coverage map it seems they have gone live with LTE in Oakville and Burlington.

They now have coverage between Oshawa and Grimsby.

Didn't the "extended coverage" issue become moot once they added the Winnipeg network to their own connections? (i.e.: no longer through the roaming system).

Yes and no.
"Extended" HSPA roaming coverage (for users that are not from Manitoba), had access to the entire MTS / Rogers HSPA network in Manitoba, which goes far beyond Bell's own HSPA coverage at this point. This was meant for short-term use until Bell began building out in Manitoba, which you can now see on the coverage map.
There are certain clients (primarily corporate) that will retain their roaming coverage for the time being; but some conditions apply.
