My gf just left on a school trip and she brought her cell phone with her. She obviously got a roaming package...that isn't the question tough.
I called fido and asked if I would be charged for texting her and they told me that I would not be charged since I would be texting a 514 number..but that SHE would be charged accordingly for answering from abroad.
The rep said "because what if you did not know that that particular cell phone was currently abroad? You'd text a 514 number and then get charged? Non sense. That's why we charge based on area codes".
Would that logic be also applicable to calls? If I actually CALL her phone, would it be billed as an international call? I would call and ask fido but it's 5:50 am...
So basically, I want to call my gf on her cell phone (514 number) which she brought with her on her trip abroad. Will it count as local minutes for me? or international minutes?

Exactly. Its the same deal as texting. You have a package that you can text Canadian numbers so it doesn't matter where her phone is. Its still a Montreal number.
If calling her normally is not long distance then it will be the same but since she's travelling she's the one that will incur the fees.
Think of it in terms of decision making....you can decide to text, but you can't refuse a text, therefore, on a regular plan (not prepaid) it would be unfair to have to pay for incoming text as you do not control that aspect. In the same way you decide when to text and be charged for it. You can also choose when to answer a call, which will be billed at premium.
