Many questions about what is currently on website/ new plans?

I am so confuzled trying to figure out what I can do!

Restrictions on which plan you can get even when u buy phone at full price ?!?
How come the website will not allow me (choices are not available) to place Samsung Note @$649 MTM in my cart then "build own combo" with $24.13 [150 minutes] and $10.00 [100MB LTE] ? If I change the phone to $649 1yr, that $24.13 voice option becomes available, but that $10 data is still not.

Shouldn't I be able to sign up for the $24.13 voice + $10 data as a "build you own" regardless what phone I buy [or even if I buy no phone from Rogers]?

At the end of my current contract, my plan would be to downgrade to that combo from my current $50v/d+$5 double data+2.35, thereby saving me over $20/mo... more than enough to buy the Note anywhere outright. I pay way too much for my little usage currently, this would seem the smarter way to go, provided it's possible?

Why does the check eligibility for upgrade only show me 3 phone choices?

The $10 100MB LTE data plan - tethering is included or not ?
The plan chart states tethering is include, (it appears to be for all LTE plans), yet it carries the '2' fineprint which still references minimum 1 GB of data for tethering.

All listed options now included or you can only pick 1?
All of the plans show a column heading "Choice of 1 feature", but the bulleted Feature list right below that column heading states "Features included with this plan"

Well there are other choices according to the chart - that's what's not clear. All of the voice plans under "Build your own combo" state a list of "Features included" under the heading "Choice of 1 Feature". For example, this $24.13 plan shows unlimited messaging and One Number. The next plan $29.13 shows unlim. messaging, One Number, and My5 local talk+mess.

"only comes with ..." More than plenty for my usage, I've rarely passed 50 minutes TOTAL, and a few hundred messages. Mostly use email now, and almost always have an avaialble wifi to use.

It is best to reserve or just go into a store and purchased a Note outright. The website hardly ever works properly and is hard to find information on. Tethering isn't included.

"tethering is included" for all of the LTE data under "Build your own combo" is completely wrong or is it inaccurate phrasing - maybe they mean it's possible with LTE but not enabled unless your plan is 1GB? I realize 100MB is not much to tether with, rare that I need to, I'd just do a temp addon for travel at those times I think I may use more.
