I am a little confused. My Verizon phone was able to roam on GSM because they used TDMA. Tell it was shutdown. The phone recognizes it as Analog. If PCS has TDMA, It could be technically be used on GSM.

Any time one does a restore with any SIM card, the message "Congratulations, your phone is unlocked," will appear if the phone was unlocked through iTunes.

Other than calling apple or using different carrier's sims, there is no magic trick.
If you have to, get a pre-paid sim from another carrier. They're cheaper than being scammed for several hundred dollars.

Take a look at the model number that you can find on the box:
The model number is not related to lock status. Apple has a pile of phones in each store, all with the same model number. When a phone is sold, it'll be marked as either locked or unlocked in Apple's database, depending on whether the customer takes a subsidy or not. The model number has absolutely nothing to do with it.
