You've been lucky, it took VMC three months to sort out the promo'ed same long distance feature in my case. Long distance calls were charged leading to multi-hundred dollar invoices, which I had to call to get credits and the feature applied correctly that time around...
That friend of yours hasn't realized that he's calling a Toronto number and simply being charged long distance for it. He could add long distance to his plan, or simply have you call him instead, where the call would be local for you (not that it matters since your minutes are national).
So I would advice against telling him, but your friend's been the dumb one in this.
If you want people from Vancouver to have a local number they can call to reach you, get a Vancouver-area DID and forward that to your Toronto number. Just about every VoIP provider out there can do this for a few dollars a month. Heck, you could make that number a toll-free one instead for a bit more.
